David A. Super is Carmack Waterhouse Professor of Law and Economics at the Georgetown University Law Center. His scholarship focuses on administrative law, constitutional law, legislation, and the federal budget. He has taught at the law schools of Columbia, Harvard, Howard, Maryland, the University of Pennsylvania, Washington & Lee, and Yale and the colleges of Georgetown and Princeton. Prior to entering the legal academy, he served for several years as the general counsel for the Center on Budget and Policy Priorities. He holds an A.B. from Princeton and a J.D. from Harvard.
